Manager, Application Development

Reston, VA

The Manager of Applications Development is responsible for all aspects of the Software Development Life Cycle for custom-developed business applications.  The Manager will lead and manage a highly capable, full stack Application Development team, its processes and its tools.

The Manager collaborates with business partners on the evaluation of existing applications to determine necessary improvements, technical enhancements, and potential needs for replacement. The Manager supports annual and long-term planning of business application needs across the company.

Success in the role requires an innovative mind, rigorous analytical skills, and a proven track record of delivering customer-facing software solutions on time, on budget, and with a high degree of quality.



  • Manage the delivery of technology projects in support of business needs.
  • Responsible for the complete SDLC, including requirements gathering, design, development, testing, implementation, and ongoing maintenance and support.
  • Build and lead an Application Development team of full stack developers, with 5 direct reports and additional contractors, as needed.
  • Responsible for the successful prioritization, sequencing, and delivery of projects assigned to the team on time and with a high degree of quality.
  • Assist with support processes related to key business processes including production support, data conversion, data extracts, data fixes, patch and bug fix testing, user documentation, and incident/problem management.
  • Support the company’s diversity and inclusion strategy by following policies and procedures that ensure opportunities for employees and diverse business partners.
  • Assist with other job duties as assigned. 


  • Bachelor’s Degree in Computer Science or related field.
  • At least 5 years of experience leading and managing a full stack Applications Development team.
  • At least 5 years of experience designing and programming customer-facing, mission critical applications.
  • Full stack development skills including hands-on RHEL8, JBoss EAP, JSF, and Sybase experience.
  • Experience implementing and delivering solutions with DevSecOps.
  • Experience designing and developing microservices and leading adoption of the architecture.
  • Experience with development methodologies and delivery of business technology solutions.
  • Experience managing a team budget and contractor engagements.
  • Capacity for motivating people and building a high-performing team within an inclusive work environment.
  • Ability to listen and integrate ideas from diverse groups of individuals, build and maintain respectful relationships, collaborate with others, and resolve conflicts constructively.
  • Experience supporting IT service delivery in a regulated and audited environment preferred.
